[LANdb] v0.80 uport3.cgi bug

Quick note: there's a minor bug in uport3.cgi of 0.80.  You're only
affected if you install your scripts in a place other than /cgi-bin.

Fix: replace '/cgi-bin' with '$cgi_bin' at line 66 of uport3.cgi.  I'll
post a patch for this tonight, when I'm at my machine.
